Back when your home was new, the cooling and heating equipment was probably state-of-the-art. In other words, the efficiency was the best available at the time.

For example, if your home was built before 1991, the SEER (Seasonal Energy Efficiency Ratio) of your air conditioner was probably about 6.0. After that, the U.S. Government said all new homes had to have units with a minimum 10.0 SEER rating. Today, the Department of Energy states that as of January 23, 2006 the minimum SEER will be 13.0. higher efficient units are available anywhere between 14.0 and 20.5 SEER.

Your heating system also has an efficiency rating. It's called AFUE (Annual Fuel Utilization Efficiency), and it tells how efficiently the furnace uses gas or oil.
